ZOA Coalition Fights for the Jewish People in the U.S. Others Didn’t Show Up
Antisemitism - We Fight Back. When Jews were attacked in New York, others stayed silent. ZOA Coalition protested at City Hall. And in the streets. And at Amnesty International. And ZOA Coalition showed up in court again and again to make sure anti-Jewish hate crimes perpetrators were brought to justice.
Championing Civil Rights for Jewish students. ZOA initiated and fought the successful battle to apply U.S. Civil Rights Act protections to Jewish students. And we’ve fought case after case to help and protect Jewish students.
Alone But Unstoppable. In 2019, at the AZM, we were the only slate to fight to continue labeling anti-Zionism as antisemitism.

The ZOA was the only American group at the very first World Zionist Congress in Basel, Switzerland, in 1897, where we helped to lay the foundation for the re-establishment of the Jewish state.
In 1919, the ZOA, along with the World Zionist Organization and Russian Zionist Federation, were the three international Jewish groups that presented the Jewish people’s proposals at the Paris Peace Conference, which led to the creation of the mandate guaranteeing the Jewish people’s international legal right to settle and reconstitute the Jewish homeland in Israel.
ZOA Coalition placed leadership in Israel’s national institutions that directed KKL funds to security assistance and other projects in Judea-Samaria.
In 2015-16, ZOA Coalition initiated and led the difficult, successful two-year battle to pass an anti-BDS resolution that encompassed stopping boycotts against Jews living in Jerusalem, and in Judea and Samaria. Others told us that we couldn’t succeed, but we prevailed! As a result, leftwing groups in the World Zionist Congress had to end their boycotts against fellow Jews in Judea Samaria; and worldwide efforts against BDS were strengthened.
In keeping with ZOA Coalition’s overarching concern for the safety of every Jew, the ZOA Coalition initiated and obtained passage of resolutions giving highest funding priority to rescuing and bringing to Israel Jews and Jewish communities who are endangered by global and local antisemitism.
The ZOA Coalition works hard to spread the truth about the Jewish people’s rights to the Land of Israel – including Judea-Samaria. For instance, the ZOA Coalition initiated and obtained passage of a resolution to establish a worldwide WZO program to teach about the 1920 San Remo Resolution, one of the key international agreements that guarantees the Jewish people’s legal right to settle and re-establish the Jewish homeland.
In the same vein, the ZOA Coalition initiated and obtained passage of resolutions calling on Israel’s government to exercise its rightful sovereignty over the Jordan Valley, and condemning UNESCO for denying the Jewish people’s connection to Jewish sites in Jerusalem and Hebron.
Names and language are exceedingly important in the battles for hearts and minds. Thus, the ZOA Coalition initiated and obtained passage of the resolution requiring the use of the proper names “Judea and Samaria,” instead of the de-Judaized name “West Bank.” We make it clear that Judea-Samaria is historic, lawful Jewish land, not “occupied Palestinian territory.”
ZOA Coalition has been continuing our battle against anti-Israel boycotts. For instance, ZOA Coalition initiated and obtained passage of a resolution establishing a program to encourage buying Israeli products via a positive “Buy-cott”—an antidote to boycotts.
ZOA Coalition has been leading battles against antisemitism since long before October 7. We fought for and obtained the reinterpretation of the Civil Rights Act that enables Jewish students to be protected under this law. We’ve been leading protests on the streets; defending students and other victims of antisemitism in courts and administrative hearings; constantly defending Jews and Israel in the media; testifying at hearings; meeting with public officials; and more.
In 2024, ZOA Coalition initiated and obtained overwhelming passage of numerous important resolutions, including:
Calling for Diaspora university leadership and governments to protect Jewish and pro-Israel students;
Publicly condemning the Palestinian Authority (PA)’s “pay-to-slay” payments and terror incitement;
Opposing allowing the PA/ PLO/ Fatah to govern Gaza;
Condemning and calling for dismantling UNRWA (the UN organization that teaches Palestinian Arabs to hate and attack Jews, and whose employees participated in the October 7 atrocities);
Condemning the International Committee of the Red Cross for failing to visit and assist the hostages that Hamas terrorists kidnapped from Israel and took to Gaza;
Condemning the United Nations’ violations of its charter, anti-Israel bias and refusal to condemn Hamas’ October 7 atrocities, including sexual atrocities against women and children;
Promoting and strengthening Aliyah;
Calling for urgent Aliyah assistance to Jews facing extreme violence and the danger of extinction in India and other world communities;
Condemning Iran’s role in the October 7 atrocities and calling for holding Iran accountable;
Condemning the brutal October 7 atrocities and supporting Israel’s goals of eradicating the terrorist groups Hamas and Palestinian Islamic Jihad; assuring that Hamas and PIJ can never attack Jews, Israelis and others again; and bringing home all remaining hostages; and
Thanking, supporting and sending love and prayers to the brave IDF soldiers and security forces, and their families; displaced Israelis; bereaved families; and the hostages and their families.
This election will determine whether the policies and over $1 billion in funds of Israel’s non-governmental national institutions will strengthen all of Israel and the Jewish people or weaken us. The left is openly working to curb funding to the 800,000 Israeli Jews living over the green line, and to direct funds to their parochial interests – rather than to strengthen the entire Jewish nation. We cannot allow this to happen. ZOA Coalition is determined to direct funds to strengthen Israel-Judea-Samaria, assist Aliyah of Jews from endangered Diaspora communities, combat antisemitism on campuses and on the streets, and globalize Jewish safety.
(4) Reform shut down Israeli leaders from speaking: At the spring 2023 Extraordinary World Zionist Congress, and again at the spring 2023 Jewish Agency meetings, Reform and other slates on the left prevented the Chairman of the Israeli Knesset’s Constitution Committee, Simcha Rothman, from speaking about judicial reform. At the WZC, Israeli security had to rescue MK Rothman from a leftwing mob. At the Jewish Agency, Reform leaders repeatedly prevented Chairman of Israel Knesset Constitution Committee from speaking

The AZM is an American umbrella organization consisting of American organizations who participate in the World Zionist Congress. Each slate receives seats on the AZM Board based on the number of delegates that slate wins to the World Zionist Congress. Your vote for the ZOA Coalition thus also helps us obtain seats on the AZM board. We need those seats to help us transform the AZM into an organization that combats antisemitism in America.
We will never forget what happened when ZOA (led by Morton Klein), ZOA Coalition member American Against Antisemitism (led by ZOA Coalition candidate Dov Hikind) and ZOA Coalition candidate Ben Kogan led the September 2019 protest in front of New York’s City Hall, demanding real protection for Jews in Brooklyn and throughout the New York area who were increasingly being attacked. ZOA Coalition asked AZM and the other slates at the AZM to join us. We were shocked when they all declined to do so, saying, “That’s not our mission.” We believe that AZM and every slate with a seat there should help combat antisemitism!
Nor can we ever forget the vote on AZM’s antisemitism policy at the June 2019 AZM board meeting. ZOA Coalition was the only slate that voted to retain a clause saying that antisemitism is “manifested in activities such as anti-Zionism.” Every other slate present voted to remove this important clause. But, with enough votes, we can transform AZM!

The World Zionist Congress is the parliament of the Jewish people.
Theodore Herzl founded the WZC in 1897 in Basel, Switzerland. The Zionist Organization of America (ZOA, previously called the Federation of American Zionists) was the only organization representing American Jewry at the first WZC and many subsequent WZCs. At the First World Zionist Congress, ZOA helped launch the effort to secure the lawfully-recognized Jewish homeland and lay the economic, legal and diplomatic foundations of the Jewish state. In subsequent decades, the World Zionist Organization (WZO) and ZOA worked to successfully obtain the Jewish people’s rights to the land of Israel under binding international law.
Today, the WZC meets once every five years in Jerusalem. 38% of the delegates are from Israel; 29% (152 delegates) are elected from the United States; and 33% are from other Diaspora countries. In addition, about 100 delegates come from specified international organizations.
The WZC has an important say in the policies, leadership and funding priorities of Israel’s non-governmental national institutions, including the World Zionist Organization (WZO), Jewish Agency for Israel (JAFI), Keren Kayemet L’Israel (KKL) and Keren Hayesod. Approximately $1 billion per year is affected.

• 18 years old or over by June 30, 2025
• Jewish (and do not subscribe to another religion)
• A United States citizen or permanent resident.
• Accept the Jerusalem program
• Did not vote in the November 2022 Knesset election
An umbrella organization called the American Zionist Movement (AZM) administers the World Zionist Congress election in the United States. AZM charges each voter a $5 fee to cover AZM’s costs of administering the election, including the costs of the outside vendor, that runs the election’s mechanics. ZOA Coalition helped reduce the previous $7.50 fee that AZM charged in the 2020 election to the current $5 fee.
The World Zionist Congress establishes some rules. The U.S. Area Elections Committee (the “AEC”) establishes other significant election rules.
The left often works to obtain rules that unfairly favor them. ZOA Coalition’s representatives on the AEC, Elizabeth (Liz) Berney and Nachman Mostofsky, have been working hard to obtain fair election rules. Some small slates on the right have failed to show up for AEC meetings, which wasted the public’s votes for them. Your vote for the ZOA Coalition will increase the ZOA Coalition’s weighted vote on the AEC, and help ZOA Coalition assure fair rules in future elections.

The ZOA Coalition includes Jews from all religious streams as well as secular Jews.
Many Reform Jews disagree with key troubling Reform slate political policies, and instead agree with the ZOA Coalition’s policies and strong activism for all the Jewish people.
For instance:
(1) BDS – divestment - against fellow Jews: The Reform slate openly calls for – and works for – stopping or curbing investment in Israel over the 1948 Armistice lines, also known as the “green line” – the line where the fighting stopped after seven Arab countries invaded Israel in 1948 and seized parts of the land legally designated for the Jewish people. The areas beyond the green line include Jerusalem’s Old City, Israel’s holiest sites and the historical Jewish centers of Judea-Samaria. 800,000 Jews live in these areas, and the Reform slate’s position endangers their security and lives.

(2) Opposing appointments of friends of Israel: In February 2025, the Reform Action Committee (part of the Reform slate) sent a letter to every U.S. Senator, opposing the confirmation of one of Israel’s and the Jewish people’s greatest friends, Governor Mike Huckabee, to be the U.S. Ambassador to Israel. ZOA promptly wrote a letter to every Senator, urging the Senate to confirm Governor Huckabee and to dismiss the Reform leader’s attack on a great friend of Israel and the Jewish people.
If you believe in assuring that Israel’s friends have key administration posts dealing with the Middle East, please vote for the ZOA Coalition!
(3) UNRWA: While seeking to defund 800,000 Jews, the Reform slate promoted funding Hamas-infiltrated UNRWA (the United Nations Relief and Works Agency) during the 2020 election – despite UNRWA using its facilities and personnel to attack Israel, and despite UNRWA teaching generation after generation to hate Israel. The Reform slate and movement has still not supported defunding UNRWA, even after UNRWA employees participated in October 7 atrocities, even after UNRWA facilities were used for Hamas control centers and imprisoning hostages, and even after Israel outlawed UNRWA.
ZOA Coalition also introduced and obtained passage of the 2024 World Zionist Congress resolution condemning UNRWA and calling for UNRWA to be dismantled.
The nine new slates running in the 2025 WZC election have no record at the World Zionist Congress. It is very risky to vote for a slate with no record. Many have not even disclosed where they stand on the vital contentious issues that the WZC deals with. Instead, their campaigns are based on general platitudes, such as “democracy,” “unity” and “the future.”
Despite having no record, several new slates are attempting to claim that they will do what ZOA Coalition has been successfully leading and doing. Some new slates may not obtain enough votes for a single delegate, and votes for them will be wasted. One new slate is sponsored by an organization that is approximately half controlled by Christians. (ZOA Coalition loves Christian Zionists, but this is an election for the parliament of the Jewish people.) Over 200 candidates left that slate when they learned more about the slate. Another new slate is supported by far left groups involved in anti-government protests in Israel.
